    Abstract
    1.0 BACKGROUND In 1997, Government introduced the Universal Primary Education (UPE) programme as a policy to increase literacy and numeracy levels of the people of Uganda. This remarkable strategic policy has led to increased enrolment in Primary schools. There are now large numbers of children who have benefited from UPE. This considerable achievement has now put pressure on Post Primary education in terms of access to education. Considering that it is Government's deliberate effort to educate children, in 2006, because of the gains of the UPE programme, Government introduced Universal Post Primary education and Training (UPPET) in an attempt to absorb the many UPE graduates. This has inevitably led to increased demand for educational infrastructure in terms of classrooms, libraries, and multipurpose science rooms, administration blocks and furniture. Government has therefore decided that under the Education Sector Strategic Plan (ESSP) 2004-2015 urgent improvement of Secondary Education in terms of both absorption capacity (access) and quality be taken up. It is against this background that Government together with its Development Partners decided to invest in the construction of educational facilities. The plan is to be implemented through involvement of various stakeholders up to community level. This has resulted in the development of the School Facilities Grant-Secondary (SFG-S) The SFG-S guidelines have therefore been developed to achieve the following objective: Involve all stakeholders in the implementation SFG-S, Enhancements of transparency and accountability, quality and timely construction of facilities.
