dc.description.abstractINTRODUCTION This Training Module on Procurement Procedures and Guidelines for Secondary Schools in Uganda has been developed by the Ministry of Education and Sports to help the Secondary School Board of Governors, Head Teachers and Managers in executing the schools' procurement and disposal function efficiently in compliance with the Public Procurement and Disposal of Public Assets Act 2003, PPDA Regulations, 2003 and the Procurement and Disposal Guidelines for Schools in Uganda Guideline Reference 1/2004. OVERALL TRAINING OBJECTIVE To enhance procurement management procedures in the government aided secondary schools as well as private and community based schools benefiting from Universal Secondary Education program. SPECIFIC OBJECTIVES By the end of the training, the participants should be able to: Understand the school procurement guidelines and legal framework of procurement Identify procurement needs and prepare a procurement plan Describe the process through which procurement take place Use appropriate methods of procurement Identify the roles of various stakeholders in school procurement Evaluate bids, award contracts and prepare contract agreements and Local Purchase Orders Carry out contract supervision, evaluation, monitoring and follow up. DURATION OF THE COURSE When all the sessions in the training module are covered consecutively, the training should be completed within a total of 26 working hours (or ten days dedicating a minimum of two and a half hours daily). The recommended duration for each Session is indicated at the beginning of each Session. PRECEDENCE Where there is a contradiction between the contents of this training module and the PPDA Act and Regulations, 2003 and the Procurement and Disposal Guidelines for Schools in Uganda 1/2004, the PPDA Act and Regulations, 2003 shall prevail.en_US
