    Abstract
    Executive Summary The Education Service Commission in fulfillment of its Constitutional Mandate to "review the terms and conditions of service, standing orders, training and qualifications of public officers in the Education Service", has developed this Scheme of service for all the cadreships of teaching personnel in the following institutions under its jurisdiction: • Primary Schools. • Secondary schools, • Primary Teachers Colleges, • National Teachers Colleges, Technical Colleges, Colleges of Commerce, Technical Institutes, Technical and, Farm schools, Community Polytechnics Community Polytechnic Instructors' Colleges, Specialized Training Institutions: Health Training Institutions, Agricultural Colleges, Cooperative Colleges, . Fisheries Training Institute. . Vocational Training Institutes • Wildlife Training Institute. • Meteorological Training School Survey and Physical Planning Institute. The Scheme of Service introduces at least two promotional ladders within the classroom depending on an institution. This Scheme of Service is presented in two parts. Part A, the Preamble provides the introduction, objective, nomenclature, the proposed promotional ladders and salary scales, and the administrative procedures. Part B provides the Job descriptions, Job requirements, Skills and Competencies for each promotional Ladder.
