    Abstract
    1.0 DEFINITION, GOALS AND POLICY OBJECTIVES 1.1 Definition Universal Primary Education (UPE) is the provision of basic education to all Ugandan children of primary school-going age (6+years). In providing this education, the following must be guaranteed: Access, equity, Quality and relevance of this education which should be affordable by the government and the majority of our people. 1.2 Goals The main goal is to provide the minimum necessary facilities and resources to enable all Ugandan children of school-going age to enter and remain in school compulsorily and complete the Primary Education Cycle. 1.3 Policy Objectives The policy objectives of providing Universal Primary Education (UPE) include the following: (i) Establishing, providing and maintaining quality education as the basis for promoting the necessary human resources development; (ii) Transforming society in a fundamental and positive way; (iii) Providing the minimum necessary facilities and resources to enable every child to enter and remain in school until the Primary Cycle of eduction is completed; (iv) Making Basic Education accessible to the learner and relevant to his or her needs as well as meeting national goals; (v) Making education equitable in order to eliminate disparities and inequalities; vi) Ensuring that education is affordable by majority of Ugandans; (vii) By aiming to achieve Universal Primary Education, Government would be fulfilling its mission to eradicate illiteracy while equipping every individual with the basic skills and knowledge with which to exploit the environment for both self and national development.
