Guidelines On Policy, Roles and Responsibilities of Stakeholders in the Implementation of Universal Primary Education (UPE)

Abstract

The Ministry of Education and Sports has found it necessary to prepare this Handbook in an attempt to provide basic guidelines with emphasis on key policies, roles and responsibilities in implementing the Universal Primary Education (UPE) Programme. It is hoped that this document will provide necessary clarifications on the main policy positions in order to minimise duplication, possible areas of role conflict or neglect of vital aspects of the Programme. This should be a handy document for quick reference for various key players in the day to day implementation of the Programme.
