    Abstract
    Government attaches great importance to the development of education in Uganda, for it recognizes the fact that education is a powerful tool for transformation of society. It plays a key role in achieving moral, intellectual, ideological, cultural and social development of the people in society, as well as the national goals of unity, democracy, economic progress and security for all its citizens. Therefore, the new direction given to education by this po1icy should help in producing capable and morally sound citizens equipped with the power of knowledge, high intellectual development, correct attitudes and multiple developmental skills, all that are necessary for the rapid social and economic advancement of Uganda. Government fully agrees with the Commission‟s correct emphasis on the role of education in liberating people from the vicious circle of poverty, dependence, ignorance, disease and indignity and in the process of building a self-reliant nation with a sustained independent economy. Government will, therefore, implement vigorously the new policy formulated on the basis of the EPRC Report, hoping that in the years to come, this policy will make education relevant, of high quality and capable of achieving the cherished goals of unity, economic prosperity and genuine independence for Uganda.
