dc.description.abstractThe Right Honorable Speaker, during the FY 2021/22, the Education, Sports and Skills subprogramme had an overall approved budget of Ushs 3,798.10bn of which Ushs 1,117.43bn was non-wage recurrent; Ushs 2,138.05bn was wage, while Ushs 122.68bn was domestic development and Ushs 223.34bn was External Financing. OVERVIEW OF PERFORMANCE FOR FY 2021/22 In FY 2021/22, the subprogramme was able to achieve the following milestones: Pre-Primary and Primary: Monitored and supervised 150 Primary schools in the implementation of the inspection recommendations and addressed emerging issues in 17 districts; Distributed home study learning materials to ensure continuity of learning during the lockdown Secondary Education: Procured 7,704,658 textbooks for 19 subjects for S1 and S2. Completed construction works at Sacred Heart Najja and Wakataayi SS while construction is ongoing at 7 schools Skills Development: Monitored 165 HTIs for compliance with SOPs, provided equipment to UTC Lira, Bushenyi, and Elgon including their twining institutions, Assessed 15,661 (8,742 M and 6,919 F) candidates under modular and full UVQF 1-3 levels in 63 Occupations Quality and standards: Trained 138 PTC Tutors to enhance their pedagogical competencies; Inspected 620 Secondary schools, 250 BTVET, 50 CCs, and 72 PTCs and trained 3,680 participants from 1,840 primary schools on the TELA system including compliance to COVID-19 safety guidelines Physical Education and Sports: Supported athletes at International Schools Sports competitions. Conducted PE master training phase 1 on lower secondary competence-based curriculum Special Needs Education: Adapted two subjects (Math and Eng) for the LSC into accessible formats for SEN learners Policy, Planning and Support Services: Constituted the EPRC to review the 1992 GWP on Education; Held the annual ESSR workshop for FY 2020/21; submitted the BFP and MPS for FY 2022/23; and paid pension for 4,543 pensioners Education Service Commission: Recruited and promoted education personnel both field staff and at the MoES Headquarters, confirmed and regularized appointments Universities: Implemented online teaching for continuing students to adhere to Covid-19 SOPs and admitted 1st-year students for the academic year 2021-22 UNEB: Conducted examinations for 749,761 PLE, 351,225 UCE and 106,324 UACE candidates NCDC: Developed an abridged Curriculum for P2 to P7, S2 to S4, and S6 to facilitate recovery of lost learning time suffered by learners during the 2 years when schools were closed OVERVIEW OF PRIORITIES FOR FY 2022/23 For FY 2022/23, the Sub-programme MTEF allocation is Ushs. 3,568.15bn against the current allocation of Ushs 3,798.10bn in FY 2021/22 reflecting a decline of UShs 229.94bn. Out of Ushs 3,568.15bn allocated to the subprogramme, Ushs 392.23bn is for Vote 013; Ushs 10.49bn is for Vote 111; Ushs 113.66bn is for Vote 128; Ushs 10.80bn is for Vote 132; Ushs 9.81bn is for Vote 164; Ushs 30.71bn is for Vote 165; Ushs 18.11bn is for Vote 166; Ushs 350.03bn is for Vote 301; Ushs 55.83bn for Vote 302; Ushs 96.88 is for Vote 303; Ushs132.50bn is for Vote 304; Ushs 48.52bn is for Vote 305; Ushs 23.03bn is for Vote 306; Ushs 41.84bn is for Vote 307; Ushs 14.37bn is for Vote 308; Ushs 53.73bn is for Vote 309; Ushs 26.67 bn is for Vote 310; Ushs 23.03bn for Vote 312 and Ushs 2,048.54bn is for Vote 600 The Subprogramme will continue to focus on its strategic objectives and mandate in line with the overarching government policies and priorities. The specific planned interventions by sub subprogramme for FY 2022/23 included: Pre-primary and primary education will roll-out EGRA methodologies in 3 LGs targeting P1 to P4 teachers; Pay UPE capitation grants; Train 400 headteachers and deputy headteachers in 4 least performing LGs on the preparation of school improvement plans Secondary Education will pay USE/UPOLET capitation grants, complete construction in schools whose works were not finished under APL1 project, continue with construction of 115 new schools under phase II of UGiFT and 60 schools under USEEP in sub-counties without any government secondary school pecific planned interventions by sub subprogramme for FY 2022/23 include: Pre-primary and primary education will roll-out EGRA methodologies in 3 LGs targeting P1 to P4 teachers; Pay UPE capitation grants; Train 400 headteachers and deputy headteachers in 4 least performing LGs on the preparation of school improvement plans Secondary Education will pay USE/UPOLET capitation grants, complete construction in schools whose works were not finished under APL1 project, continue with construction of 115 new schools under phase II of UGiFT and 60 schools under USEEP in sub-counties without any government secondary school Quality and Standards will finalize the development of UNITE academic programs and relevant policy frameworks. Inspect schools and institutions. Monitor use of the IIS in 522 schools. Skills Development will rollout a modularized curriculum, provide equipment, instructional materials to 20 HTIs, Conduct CPD for 100 TVET ToTs on trade competencies to enhance skills delivery Higher Education will collect data from universities and private degree-awarding institutions on compliance to ICT-enabled learning and other key institutional performance indicators to inform policy processes; operationalize Mountains of the Moon University. Policy, planning and support services will Conduct HRM Audit for all secondary schools to establish current TSR and staffing gaps, strengthen communication and information dissemination to publicen_US
