dc.description.abstractExecutive Summary Every year the Government of Uganda (Ministry of Education, Science, Technology and Sports) undertakes a headcount of benefiting students in the Universal Post Primary Education and Training schools and institutions. The Headcount is an implementation strategy adopted at the inception of the USE programme in 2007 as a monitoring tool aimed at ensuring that only the target beneficiaries are served It is in this regard that the Ministry of Education and Sports on the 4th June 2015 conducted a National Headcount exercise. Like the previous year 2014, the Headcount was done as a collaborative effort between the MoES and Ministry of Local Government. The actual enumeration was done by the Sub county chiefs while the head teachers/principals were the primary respondents during the exercise.en_US
