    Abstract
    Introduction: The implementation of the USE programme which started in 2007 has now transmitted to cover the entire lower secondary education cycle. The first cohort (of the USE programme is to sit for the Uganda Certificate of Examination (UCE) examinations in October- November 2010. A total of 111,000 candidates are expected sit UCE examination. Since the inception of the programme, a total of 599,659 students have been enrolled with 44% being girls. A total of 117,511 are sitting UCE this year. The USE enrolment now constitutes 60% of the total secondary enrolments. As a policy, USE aims at ensuring that the achievements attained under Universal Primary Education (UPE) are sustained by providing an opportunity for continuity and further enhances access to post primary level especially to majority of Ugandan children who were failing to access secondary education.
