    Abstract
    1.0 INTRODUCTION This Charter presents the commitments of the Education Service Commission. Section 1 covers the Mandate, Vision, Mission, Values and Principles. Section 2 covers the Key Result Areas and commitments of the Commission while Section 3 covers the General Standards of Service Delivery. Our clientele s expectation, and obligations, feedback system/communication are presented in sections 4 and 5. Section 6, 7 and 8 present the Commissions commitment to the Charter, the reporting mechanism and contacts. 1.1 MANDATE The mandate of the Education Service Commission (ESC) is derived from Articles 167 and 168 of the Constitution of the Republic of Uganda, 1995. Article 168 clearly stipulates the functions of the Commission which include: (a) To Advise the President in relation to the Education Service, as stipulated in Article 172 of the 1995 Constitution. (b) To appoint persons to hold or act in any office in the Education Service, confirm such appointments, exercise disciplinary control over those persons and remove them from office. (c) To review the terms and conditions of service, standing orders, training and qualifications of Public Officers in Education Service and matters connected with their management and welfare and make recommendations on them to Government. (d) To perform such other functions as may be prescribed by the Constitution or any other laws. 1.2 VISION Our vision is: "Quality education delivered by efficient and effective education service personnel." 1.3 MISSION Our mission is: "To provide an efficient, professional, accountable, transparent and motivated education service." 1.4 CORE VALUES AND PRINCIPLES We shall be guided by the following core values and principles: a) Transparency: We shall take all Commission decisions in an open and transparent manner. b)Effectiveness: We shall achieve intended results in line with the set performance standards. c)Efficiency: We shall put all available resources to optimal use in order to achieve expected results. d)Professionalism: We shall conduct all business within the mandate of our Commission in a professional manner. e) Integrity: We shall observe and uphold honesty and openness while conducting official business. f) Impartiality: We shall provide all clients with fair and unbiased treatment irrespective of gender, race, religion, disability or ethnic background. g) Time Management: We shall undertake all activities within the stipulated period and set standards. h) Discipline: We shall adhere to the stipulated rules and regulations governing the education service and public service in general. i) Objectivity: We shall base the Commission's decisions on professional and ethical codes of practice applicable to the commission. j) Selflessness: We shall serve the public without consideration for financial or material gains. k) Honesty: We shall conduct our duties with truthfulness and sincerity. l) Customer care: We shall ensure that our clients are promptly attended to and in an ethical manner. m) Meritocracy: We shall ensure that all appointment decisions are free and fair and therefore the most suitable candidates selected on merit. n) Accountability. We shall hold office in public trust and shall personally be responsible for our actions and inaction.
