    Abstract
    1.0 Introduction This Client Charter has been developed for the clients of the Ministry of Education and Sports. Under this Charter, the Ministry has made commitments that will ensure that its clients receive quality Education and Sports services that are effective and efficient at all levels. The Charter presents the service commitments for the Ministry of Education and Sports. Section 1 of the Charter covers the Ministry's Mandate, Vision, Mission, Principles and Values. Section 2 covers the Ministry's key Result Areas; Section 3 covers the medium term commitments; Section 4 provides the Ministry's general service standards; Section 5 de scribes our clients and their rights and obligations; Section 6 and 7 set out the feedback, complaints and appeal mechanisms while section 8 covers the reporting of performance against the Charter. 1.1 Mandate Our mandate is "To plan, formulate, analyze, monitor, evaluate and review policies, provide technical support and guidance, and set national standards for the Education Sector." 1.2 Vision Our vision is "Quality and appropriate Education Training and Sports Services for all." 1.3 Mission Our mission is "To provide technical support, guide, coordinate, regulate and promote quality education training and sports to all persons in Uganda for national integration, development and individual advancement." 1.4 Principles and Core Values The following key principles and core values will guide the implementation of this Charter: a) Effectiveness and efficiency: We shall achieve the intended results in terms of quality and quantity in accordance with targets and performance standards set for service delivery and optimally use resources, including time, in the attainment of our Ministry objectives. b) Impartiality; Integrity and Selflessness: In carrying out our work, we shall give fair treatment to all our clients irrespective of sex, race, religion, ability, ethnic background or political affiliation; be honest and open in conducting public affairs. c) Transparency and Accountability: We shall put public interest before personal interests; not take decisions in order to gain personal, financial and any other benefits and hold office in public trust and shall be responsible for our actions or inactions. d) Professionalism: We shall adhere to the Public Service Code of Conduct and Ethics and/or the relevant professional codes of conduct. e) Responsiveness and client focus: We shall attend to our clients in a timely manner and involve our clients in monitoring and evaluating the delivery of the services. f) Partnership and Continuous improvement: We shall engage our partners including MDAs, LGs, Development Partners, Civil Society and the private sector in designing, implementing, monitoring and evaluating our programmes. Working in collaboration with our clients and stakeholders, we shall seek to continuously improve the quality of the services that we provide, for the ultimate benefit of our clients. g) Decency: We shall present ourselves in a respectable manner that generally conforms to the morally acceptable standards and values of the Public Service and society. h) Discipline and Diligence: We shall behave in a manner as to conform with the rules and regulations in the Service, we shall be hard-working and careful in carrying out our official duties. i) Loyalty: We shall be committed to the policies and programmes of the Government at the National and Local levels.
