    Abstract
    EXECUTIVE SUMMARY Ministry of Education and Sports gathers information annually in a census exercise that cover all education subsectors i.e. Pre-primary, Primary, Secondary, Post-primary, Non-formal an Tertiary. In the same vain, data on schools was collected during ASC 2011, and analyzed. I Data on children's performance obtained from UNEB was also analyzed as indicated in the findings. The summaries of key findings from the 2011 ASC by subsector are presented her below; a) Pre-Primary Schools i. A total of 4,092 Early Childhood Centres responded out of the 6,579 that were mapped in 2010 during the baseline census exercise translating into a response rate of 62%. ii. The total enrolment of 356,903 was registered in the 4,092 pre-primary institution that responded to the 2012 ASC with a female enrolment share of 50.4%. The total number of teachers in these schools was 11,575 (86.3% female) translating into a Pupil Teacher Ratio (PTR) of 31:1. This is an indication that for every 3 pupils in pre-primary there is a teacher to take care. iv. The Census recorded 12,480 classrooms (64.3% permanent) translating into a Pup Classrooms Ratio (PCR) of 28:1 implying that for each pre-primary classroom there is an average of 28 pupils. V. However, the proportion of those enrolled in pre-primary to the population of 3 t 5 year that is meant to be in primary is still low at only 6%. This is an indication that 94% of the population meant to be in pre-primary is not. b) Primary Schools i. A total of 17,682 primary schools returned the ASC 2012 questionnaires. Of these 12,230 (69%) are Government Aided while 5,452 (31%) are Non Government. ii. The total enrolment in the 17,682 primary schools was 8,328,640 (4,157,932 male and 4,170,708 females). This shows that the gender parity gap has remained stab with female having a slightly higher share of 50.1%. Government aided school enumerated registered a total enrolment of 7,080,175 (3,538,689 males and 3,541,49 females). A total of 170,652 teachers (100,321males and 70,331 females) were registered in a primary schools that responded, with a gender imbalance of 58.8% in favor of ma teachers translating into a Pupil Teacher Ratio (PTR) of 49:1. Government aide schools registered 129,630 teachers (77,381 males and 52,249 females) translating! PTR in Government schools of 55:1 which is slightly higher than the overall by a percentage points. iv. With regard to adequacy of sitting and writing space, it was recorded that a total 4,655,254 pupils had adequate sitting and writing space representing 65.8% of the total enrolment at national level. The north eastern region had the smallest proportion of pupils with adequate sitting and writing space of 45.4% V. A total of 145,390 classrooms were recorded during the ASC 2012, 78% of which are permanent. This translates into a Pupil Classroom Ratio (PCR) of 57. vi. Despite the policy of automatic promotion in primary schools, a repetition rate of 10.6% was registered, with the North-eastern region recording the highest at 15.9%. c) Secondary Schools i. 2,612 secondary schools (1,008 Government Aided and 1,604 Non Government) responded to the 2011 ASC. Out of these, a student enrolment of 1,251,507 students (671,347 males and 580,160 females). Government aided schools had a total of 656,657 students (362,434 males and 294,223females). ii. A total of 1,101,087 students had adequate sitting and writing space (a proportion of 88% of total enrolment) with Kigezi region having the smallest proportion of 89.3%. A total 41,467 teachers (24% female) were recorded during the ASC 2012 translating to Student Teacher Ratio (STR) of 30:1. This implies that on average each 30 students are attended to by one teacher. iv. The registered classrooms in 2012 were 25,163, 89% of which are Permanent classrooms. This translates into a Student Classroom Ratio (SCR) of 50. d) Post Primary institutions i. A total of 214 post primary institutions responded to the 2012 ASC of which 106 were government aided institutions. ii. A total enrolment of 45,309 (67% in government institutions) was recorded in all post primary institutions visited. A total of 2,904 instructors were registered in all the institutions enumerated which translate to a student instructor ratio of 16. An implication that nationally each 16 students in post-primary are attended to by one instructor. e) Non Formal Training Centers i. A total of 277 (256 government aided and 21Community) non formal training centers responded to the 2011 ASC. ii. Majority 156 were founded by government translating into a percentage composition of 56.3%. With regard to school funding, 64% of non formal learning centers were being funded by the government, followed by NGOs at 28% and community at 6% iv. A total of 23,476 learners were registered these non formal schools 52.7% of whom were girls. V. The teachers' base in non formal schools comprised 450 teachers translating into a pupil teacher ratio of 52. f) Tertiary Institutions (Degree and Non Degree Awarding) i. A total of 164 tertiary institutions were visited for the academic year 2011/2012 out of which 115 (70.2%) were privately owned ii. A total enrolment of 198,066 students (111,831 males and 86,235 females) was registered in all tertiary institutions across the country. Ugandan nationals comprised a total of 180,622 students (99,948 males and 80,674 females) a percentage composition of 91%. iv. A total of 8,084 instructors/lecturers were registered with a gender imbalance of 72.2% in favor of males. With regard to distribution of these by qualification, approximately 50% had attained masters' degree and PHD. V. Full time instructors/ lecturers totaled to 5,382 (3,939 males and 1,443 females) a composition of only 66.6% of the tertiary teacher base. vi. The ratio of Student to instructors/Lecturer in tertiary institutions was 24:1.
