Aide Memoire for the 23rd Education and Sports Sector Review (ESSR)
Abstract
1.0 Introduction
1. This Aide Memoire is for the 13th Annual Education, and Sports Sector Review covering FY 2015/16, but the 23rd in a series of sector reviews conducted under the Sector Wide Approach (SWAP) since April, 1999. The FY 2015/16 constituted a transitional year in order to realign the sector review with the Planning and budgeting cycle.
2. The 13th Annual Sector Review process involved presentations and plenary discussions. The theme was "Re-aligning school Governance and Management towards Sustainable Quality of Education and Training Outcomes", prominence was put on how to capitalise on the gains of decentralization of the education function as well the management of education institutions to achieve sustained quality of education. In addition, participants discussed how to get quick wins to enhance citizen satisfaction and participation in education and training. (See Annex 1).
3. The overall objective of the 23rd ESSR was to appraise the performance of the Education and Sports sector for the period FY 2015/16. This year's review specifically:-
(i) Assessed progress in achieving the agreed sector level performance benchmarks as stipulated in the Ministerial Policy Statement including budgetary performance for FY 2015/16;
(ii) Reviewed progress on implementing undertakings that were agreed during the 2015 Annual Sector Review and propose future undertakings for FY 2016/17;
(iii) Assessed the performance of Local Governments (LGs), Governing Councils, Boards of Governors (BoGs), School Management Committees (SMCs) and Parents Teachers Associations (PTAs) in governance and management of education institutions in the country;
(iv) Came up with strategic policies and regulations that need to be strengthened and provide feedback to stakeholders to enhance public accountability, transparency and quality in delivering education services; and,
(v) Generated credible recommendations for implementation in the FY 2016/17 towards improved delivery of education, training and sports at all levels in the country.
