Aide Memoire for the 17th Education and Sports Sector Review (ESSR)
Abstract
1.0
Introduction
1. This Aide Memoire is for the 17th Annual Education and Sports Sector Review. The theme of the review was "Skills for National Development" with emphasis put on the need to promote appropriate training skills amongst teachers and instructors for career grooming, employability, livelihood and life skills for pupils and students.
2. The 17th Education and Sports Sector Review (ESSR) involved key stakeholders drawn from Line Ministries, Civil Society, Parliament, Education Development Partners, District Local Governments, Local Authorities, private providers and representatives of Educational Institutions (see Annex 1 for detailed list).
3. The 17th Education and Sports Sector Review National Workshop was preceded by a Joint Monitoring Exercise to validate the performance of the sector as outlined in the Education and Sports Sector Annual Performance Report (ESSAPR) and thus constituted a major build-up activity for the National ESSR Workshop held on 15th- 17th November 2010 at Imperial Royale Hotel in Kampala. The National ESSR Workshop was conducted through presentation of papers and reports by technical resource persons drawn from different backgrounds.
4. The aim of the 17th ESSR was to appraise the performance of the Education and Sports Sector in the period 1st July 2009 to 30th June 2010.
5. The specific objectives of the Review were to:
(i) Assess progress in achieving the agreed sector level performance benchmarks and undertakings including budgetary performance for FY 2009/10;
(ii) Discuss the strategies to address specific challenges/bottlenecks identified in the last Review against sector objectives, set targets and indicators as stated in the ESSAPR;
(iii) Confirm and approve the performance of the sector in achieving the critical and process undertakings;
(iv) Discuss the relevance and appropriateness of current skills being imparted for
national development;
(v) Discuss the emerging critical policy issues/concerns arising from the field work and agree credible mitigating measures for improving the delivery of education and sports services; and
(vi) Discuss and provide practical recommendations for the sector to enhance skills training (life coping and economical) building while providing quality education.
