A Comprehensive Report on Universal Post Primary Education & Training (UPPET /USE) & Universal Post O' Level Education & Training (UPOLET) National Headcount Exercise 2013

Abstract

Executive Summary 1.0 Introduction As you may recall in 2007, the government of Uganda commenced the Universal Post Primary Education and Training (UPPET) commonly referred to as Universal Secondary Education (USE) with the overall objective of increasing access to quality education and skills development. In 2011 the government introduced the Universal Post O'level Education and Training (UPOLET) as a continuation of the UPPET programme. The two programmes have greatly transformed education and skills development in the country through; expanding access and improving attendance in secondary education and BTVET; adding value to the sustainability of UPE; developing competencies that provide access to the global economy and the potential this offers for national development; reducing high cost of education; increasing equitable access to secondary education and BTVET for special groups and ensuring the achievement of the Millennium Development Goal (MDG) number 3 of Gender parity by 2015. However, implementation of such programmes is affected by dynamic factors like enrolment and thus the need for periodic review through annual headcount exercises that are aimed at assessing and monitoring the changing environment in the various schools and institutions. It is in line with the above that the Ministry of Education and Sports on the 10th April 2013 organized the National Headcount exercise. The Office of the President (Internal Security Organization) conducted the enumeration exercise while the headteachers/principals were the primary respondents during the exercise.
