Aide Memoire for the 4th Education Sector Planning and Budgeting Workshop
Abstract
1.0 INTRODUCTION
1.1 The Annual Education and Sports Sector Planning and Budgeting Workshop held at Kampala Serena Hotel between 10th-11th May 2007, was the Fourth one after adoption by the 10th Education Sector Review. Normally, this workshop is held in March, every year. However, due to the need to fulfil the undertaking of re-costing the current Education Sector Strategic Plan (ESSP) 2004-2015, a decision was taken to hold this year's Workshop in May. The workshop concentrated on re-costing the (ESSP) 2004-2015 with a view of fitting within the EFA-FTI targets and MDGs to be achieved by the year 2015 while taking care of new important policy reforms and strategies such as Universal Post-primary Education and training and the Primary Thematic Curriculum. All these should fit within the sector's LTEF.
1.2 The broad objective of the workshop was to discuss and agree on the draft re- costed Education Sector Strategic Plan (ESSP) 2004-2015.
1.3 The specific objectives were to discuss the:
(i) Re-costed ESSP 2004-2015 with reviewed priorities and targets, focussing on:
Thematic Curriculum;
Universal Post Primary Education and Training (UPPET); and, Monitoring indicators and targets for outcomes over the next three years in the context of the EFA-FTI indicative framework and targets for outcomes.
(ii) Implications of the PAF "ring-fence" within the education sector and. making recommendations on technical ways of re-allocating the budget among the different sub-sectors and agreeing on new sub-sector shares.
1.4 Expected Outputs of the ESSP Re-costing Exercise
(i) Agreed ESSP 2004-2015 priorities, indicators and targets and monitoring indicators within the EFA-FTI indicative framework and key targets for outcomes.
(ii) Agreed new medium-term workplans for all departments/sub-sectors.
(iii) Sustainable medium and long-term financing and investment framework, clearly indicating the extent to which budgeted amounts and expenditures match EFA-FTI and UPPET targets, the funding gaps being highlighted..
(iv) Agreed options/scenarios, clearly indicating tradeoffs to manage the cost of universalising primary education completion while promoting quality and expanding access to quality Secondary, BTVET and Tertiary Education.
(v) Agreed sub-sector budgetary shares based on (iii) above.
