Final Aide Memoire for the 13th Education and Sports Sector Review
Abstract
1.0
INTRODUCTION
1.1 This Aide Memoire is for the Annual Education and Sports Sector Performance Review and the 13th in a series of Education and Sports Sector Reviews (ESRs) conducted under the Sector Wide Approach (SWAp). Unlike in previous years, this review did not include field visits but captured performance through the district league tables and through presentations from selected districts and schools. The review was preceded by the Universal Post Primary Education and Training (UPPET) stakeholders conference (the Education Assembly) held October 12th-13th 2006. This conference provided the sector with an opportunity to discuss the UPPET Policy initiative and the Thematic Curriculum roll-out. It drew participants from the districts, the private sector, schools and institutions among others (Annex 1)

The 13th ESR process, involved presentations and plenary discussions. The theme of the review was "Strategies for Improved Equitable Access, and Delivery of Quality Education Services in Uganda."

The ESR was a joint review involving key stakeholders of the Education and Sports Sector, drawn from line Ministries, Civil Society, Parliament, Education Funding Agencies Group (EFAG), Local Authorities, Foundation Bodies, Headteachers and Teachers, among others.
1.4. The objectives of this annual consultative process were to:
(1) Review the Education Sector annual performance by looking at sector level benchmarks and undertakings including financial budgetary performance for FY 2005/06.
(ii) Discuss the specific strategies to address sector challenges against sector targets and objectives.
(iii) Provide feedback on the overall performance of the sector by six selected districts (as case studies) and the constraints towards attainment of the sector targets.
1.5. The 13th Education and Sports Sector review confirmed satisfactory progress towards implementation of the undertakings agreed in the November 2005, ESR. The Joint Position Paper (Annex 2) provides a detailed report on these achievements.
