    Abstract
    1.0 INTRODUCTION 1.1 The 10th Annual Education and Sports Sector Planning and Budgeting Workshop Aide Memoire. The main objective of the workshop was to discuss the draft Budget Framework Paper (BFP) for the FY 2015/16-2019/20 and proposed Budget Estimates for FY 2015/16. The 10th Annual Education and Sports Sector Planning and Budgeting Workshop adopted the theme "Realigning the Budget Process with Sector Priorities for Enhanced Allocation Efficiency and Accountability". The specific objectives of the workshop included; (i) To assess whether the draft BFP was based on the agreed sector priorities recommended by the 2014 ESSR and also on the Revised ESSP 2007-2015; (ii) To draw up the critical and process undertakings which would be implemented in FY 2015/16; (iii) To finalise the Budget Framework Paper for FY2015/16 based on credible activities to improve the service delivery of education, training and sports at all levels in the country; (iv) To assess allocative efficiency and effectiveness in Sub-sectoral/Vote Function resource allocations with the aim of generating efficiency gains for reallocation within the sector. 1.3 The Outputs of the Workshop were; (i) A final Budget Framework Paper (BFP) for the FY 2015/16-2019/20; (ii) The agreed Sector and Sub-sectoral priorities, targets and outputs; including process undertakings in line with agreed priorities to be reviewed in ESSR of August 2016 and (iii) The Budget Estimates for the FY 2015/16.
