Aide Memoire for the 21st Education & Sports Sector Review (FY2013/14)
Abstract
1.0 Introduction
1. This Aide Memoire is for the 11th Annual Education and Sports Sector Review (ESSR) and the 21st in a series of sector reviews conducted under the Sector Wide Approach (SWAP) since April, 1999. The purpose of the review was to appraise sector performance during the FY 2013/14 and to make policy recommendations to improve it during FY 2014/15. The 21st ESSR adopted the theme "Skilling Uganda for Enhanced Productivity." (Annex 1 contains the detailed Terms of Reference for the 21 ESSR).
2. The specific objectives included:
(i) To assess progress in achieving the agreed sector level performance benchmarks including budgetary performance for FY 2013/14;
(ii) To confirm the performance of the sector in achieving the agreed critical and process undertakings for FY 2013/14;
(iii) To assess the extent to which the current skills development process in Uganda is relevant to the world of work;
(iv) To review progress in enhancing learning achievements at primary and secondary education levels; and
(v) To generate credible recommendations for implementation in the FY 2015/16 towards improved delivery of education, training and sports at all levels in the country.
