Aide Memoire for the 25th Education and Sports Sector Review (ESSR)
Abstract
1.0 Introduction
1. This Aide Memoire is for the 15th Annual Education, and Sports Sector Review covering FY 2017/18, but the 25th in a series of sector reviews conducted under the Sector Wide Approach (SWAP) since April, 1999. The FY 2016/17 constituted a transitional year in order to realign the sector review with the Planning and budgeting cycle.
2. The 25th ESSR process involved presentations, panel and plenary discussions. The theme was "Striving for Excellence in Education and Sports Sector Service Delivery". The Workshop focused on striving for Excellency at all levels and the role of stakeholders in its realization. The theme underscores the need for all stakeholders (Political leaders, Parents, Teachers, Learners, Local Governments. Development Partners, Foundation Bodies, Private Sector and Key Line Ministries) to work together to bring about desired quality improvement in Education and Sports at all levels.
3. The main objective of the 25th ESSR was to appraise and validate the performance of the Education and Sports Sector for the period 1" July 2017 to 30th June 2018 and identify high level priorities for the FY 2019/20 planning and budgeting.
4. The specific objectives of the Review were to:
(a) Review the status on agreed indicators to assess sector level performance as stipulated in the Ministerial Policy Statement, the 2016-2021 NRM election manifesto, the NDP II, and the Education and Sports Sector Strategic Plan 2017-2020
(b) Review the budgetary performance for FY 2017/18 at various implementation levels of the sector;
(c) Review and present the performance of the sector in achieving the critical and process undertakings that were agreed during the 2017 Annual Education and Sports Sector Review workshop and propose future Undertakings for FY 2018/19; and,
(d) Agree on future undertakings/ high level priorities for FY 2018/19.
