dc.description.abstract | 1. This Aide Memoire is for the 16th Annual Education and Sports Sector Review in a series of Education and Sports Sector Reviews (ESSRS), since 1999. The theme of the review was "Towards meeting the challenges in delivering of Quality education and Sports."
2. The 16th Education and Sports Sector Review (ESSR) was a joint review involving key stakeholders of the Education Sector, drawn from Line Ministries, Civil Society, Parliament, Education Development Partners, District Local Governments, Local Authorities, private providers, and representatives of headteachers (see annex 1 for detailed list).
3. For the first time, the review included an Education Exhibition in which the MOES and other stakeholders displayed and shared information, materials, innovations, and current programmes in all sub sectors. This was such a good and successful innovation that stakeholders recommended that in future, it should always be part of the Annual Education and Sports Sector Reviews.
4. The objectives of the Review were to:-
(i) Assess progress in achieving the agreed sector level performance benchmarks and undertakings including budgetary performance for FY 2008/09 and the strategies to address specific challenges/bottlenecks identified in the 6th Planning and Budget Workshop.
(ii) Discuss the draft Budget Framework Paper for the period 2010/11-2015/16 and budget estimates for the FY 2010/11 and agree on Sector and sub sectoral priorities, targets, outputs, funds allocation and funding gap;
(iii) Discuss the emerging critical policy issues//concerns arising from the sector reports and agree on credible mitigating measures for improving the delivery of education services; and (iv) Make recommendations on how to improve the overall Education Sector Performance in view of the revised Education Sector Strategic Plan.
5. The methodology used during the review was presentation of papers and plenary discussions. A number of papers were presented in addition to the Sector Budget Framework Paper and the Education and Sports Sector Annual performance report. These include: Skills development, Utilisation of ICT in Higher Institutions; and the case study on Quality Enhancement Initiative. | en_US |
