    Abstract
    This section of the report provides summaries of major achievements of the sector during the FY 2019/20. It provides a snapshot of Legal and policy framework, budget performance, overall Overview of Education Sector Performance (in terms of access. Quality, efficiency and effectiveness), cross cutting issues, international commitments as well as the implementation of H.e. the President Manifesto. 1.0 Introduction The 17th Edition of the Education and Sport Annual Performance Report provides for a collective multi stakeholders' overview of the sector's annual performance in its delivery of government programmes in relation to its objectives and strategies. Specifically, the report provides an assessment of the sector's performance against the set indicators in the National Development Plan II 2015/16 - 2019/20; the Education and Sport Sector Strategic Plan (ESSP) 2017/18- 2019/20; H.E. the Presidential Manifesto (2016-2021); and, the Ministerial Policy Statement (FY 2019/20). The purpose of this ESSAPR, therefore, is to provide for a multi-stakeholders' forum in assessment of the overall sector performance during FY 2019/20 to allow for transparent decision making and learning during the 27th Education and Sport Sector Review (ESSR). 2.0 Legal and Policy framework Under the legal and policy framework, an issues paper for the review of the GWP on Education was developed; a draft ESSP is in place awaiting discussion and approval by the Top Management of Education and Sports; and sector commenced with the drafting of the Sexuality in Education Framework, Environment in Education Policy, Education for Sustainable Development and the National Teacher Policy. 3.0 Overall Financial Budget Performance (FY 2019/20) The total approved budget for the Education and Sports sector in FY 2019/20 stood at Ushs. 3,397.64bn including external financing, out of the total national budget of Ushs. 32,661.34bn hence translating into 10.40% share of the national budget. This is a 0.68 percentage point decline from 11.08% in the previous financial year 2018/19. The Education and Sports budget as a percentage of the Gross Domestic Product is 2.69% decreasing from 2.78% in FY 2018/19 and 3.31 percentage points below the internationally recommended 6%. Wage was the biggest expenditure category of the sector followed by non-wage, domestic development and lastly external financing. In comparison to FY 2018/19, there was an increase of 25.86% (11.33% wage and 66.76% non-wage) and 8.04% (27.92% increase in Gou development and 6.11% decrease in external financing) in the total recurrent and development budget respectively.
