Aide Memoire for the Eleventh Education Sector Review (ESR)
Abstract
1.0
INTRODUCTION
1. This is the 11th Education Sector Review (ESR) conducted under the Sector Wide Approach (SWAP) following the adoption of the proposal to change to one annual Education Sector Review (ESR) and one annual Education Sector Planning and Budget Workshop.
2. In conformity with the agreed framework for Reviews, this particular one was a two- week event (one week for field visits and the other week for the actual review workshop).
3. The 11th Review was jointly conducted by all the key stakeholders of the education sector, which include representative of all relevant Government Ministries, Civil Society, Parliament, development Partners through the Education Funding Agencies Group (EFAG), District Local Governments and Local Authorities amongst others. (See Annex 1).
4. The objective of the workshop was to conduct a review of the past annual performance of the sector and identify priority policy, strategy and operational areas to be considered in the planning and budgeting cycle for the subsequent financial years.
(a) With regard to the past annual performance of the sector, The Education Sector Annual Performance Report (ESAPR) and a Joint Position Paper on Undertakings was presented and adopted by the Review. The sector was commended for its satisfactory performance during the period under review.
(b) The Review also made recommendations on priority policy, strategy and operational areas through plenary and four working groups in the areas of budget, human resources, quality and Non-Formal Education as contained in Section of this report.
5. The 11 Education Sector Review confirmed satisfactory progress towards implementation of the undertakings agreed during the November 2003 Review. This will now trigger the release of funds from the budget support agencies.
