The Ministry of Education and Sports (MOES) operates under a sector- wide strategy. The approach is characterised by long-term partnership with the GoU/funding agencies, predictable contributions, shared vision, agreed targets, in co-operation with funding agencies, civil society and private sector. The working programme for the medium and long- term strategy GoU/financing mechanism is subject to six monthly sector performance reviews. The eighth Education Sector Review is continuation of the self-evaluation strategy towards improving service delivery to Uganda's school going population. The review will provide an opportunity to the GoU and funding partners to evaluate progress towards the achievement of agreed targets at the April 2002, which underpins Government's commitment to provide education for all through efficient and effective utlisation of both Government and donor funds. The eighth review, ESSMR provides progress towards agreed targets in the sector as a way of enhancing effective and sustainable coordination between donors and Government. The report will, therefore, cover achievements of working groups, the department, and sub-autonomous bodies. It will highlight constraints and solutions to those constraints encountered in the past six months.en_US
