Education Sector Six Monthly Report (ESSMR) May-November 2003
Abstract
1.0 Background
1.1 The overriding concern of this Education Sector Six Monthly Report (ESSMR) is to highlight the extent to which the planned performance targets as agreed in the May 2003 Education Sector Review (ESR) have been accomplished by the respective departments, autonomous & semi-autonomous institutions and Working Groups during the preceding six months period. It also presents the constraints encountered as well as the proposed measures for their mitigation.
1.2 A triangulation strategy involving consultation with the Ministry ESSMR Secretariat, Department representatives and other ministry officials including Top Management was employed. The main thrust of these consultations, discussions and meetings was directed towards fine-tuning ESSMR report to ensure its content validity, clarity and flow.
1.3 The data generated will be submitted to the tenth ESR for perusal and discussion in November 2003. The ESR is a forum for popular stakeholder consultation and participation in the implementation, monitoring and evaluation of the Education Sector activities. It also aims at harmonising donor supported educational programmes with the overall educational policy framework thereby creating better linkages between stakeholders; deepening the decentralisation process to enhance ownership; mainstreaming the key educational concerns into the general policy framework and empowering stakeholders to demand for appropriate education services. These are all hallmarks of the Sector-Wide Approach (SWAP).
