dc.description.abstractGovernment of Uganda (GoU) has been implementing reforms to local government financing under the Intergovernmental Fiscal Transfers Reform Program (IGFTRP), jointly funded by Development Partners (DPs) and GoU. One of the key program objectives is to improve the effectiveness and efficiency of service delivery by frontline providers. To this end, MOES has designed a performance assessment system for primary schools. The purpose of the School Performance Assessment (SPA) System is to promote improvements in education service delivery by linking performance improvement support provided to schools and the size of the capitation/ non-wage recurrent (NWR) grant allocation to the respective schools' annual performance against key service delivery standards that influence learning outcomes. The main objectives of the school performance assessment system are to: i. Enhance the impact of school inspections on the quality of education services provided for learners by promoting the use of information from school inspections to identify and address blockages in education service delivery: ii. Provide incentives (financial and technical support) to promote school performance improvements iii. Strengthen Local Government (LG) and Central Government (CG) oversight, monitoring and support supervision functions in the Education sector.en_US
