    Abstract
In 1991, the General Conference of UNESCO decided to launch the International Project on Technical and Vocational Education and Training (UNEVOC). Two years later an Implementation Unit became operational in Berlin. The Second International Congress on Technical and Vocational Education held in Seoul, Republic of Korea, in 1999, requested UNESCO to launch a long-term pro gramme on TVET from the year 2000 onwards. The Gen eral Conference of UNESCO adopted a resolution in 1999 authorising the Director-General to establish a UNESCO International Centre for Technical and Voca tional Education and Training. The Government of Germany generously offered to host the UNESCO-UNEVOC International Centre in Bonn. A Host Country Agreement was signed on 12 July 2000. The UNESCO-UNEVOC International Centre became op erational in September 2000 and was inaugurated on 8 April 2002
